Tokyo Metropolitan Governor election candidate Hosokawa Morihiro has gained publicity from claiming to have access to a Russian top secret document. He claims that this has revealed evidence of radiation from Fukushima killing polar bears and other animals in the Arctic Ocean.
Netizens appear dubious that he actually has access to this document, and are questioning his ability to be Governor of Tokyo.

Hosokawa: “Russia’s national defence force released a top secret document, which I saw a few days ago. In Fukushima, at the end of the most recent year, on December 31st story that said there was actually steam rising, and thinking ‘something is odd’ about this story.
Various analyses are being done, and are saying that it was absolutely a meltdown. America is delivering 15 000 bags of iodine, from the beginning of February. This arrangement has begun. After this started, there are now polar bears, seals and other animals and plants dying, a small article about an explosion was released. I remember reading another in large numbers in the Arctic Sea and other various places. This is surely because of the influence of Fukushima.
Of course, many other things were released in the report. I thought that this was a terrible story.”

There are examples of polar bears starving to death due to global warming decreasing the amount of ice floe, and therefore their hunting grounds are disappearing. But even though this has been happening since before the earthquake, everything is blamed on Fukushima, and dying of radiation levels.
